## Before an answer ships

- [ ] Retrieve step returned at least one article
- [ ] The article is shown next to the draft
- [ ] Locale constraints (year, form, calendar) came from the table, not the prompt
- [ ] A licensed human is on the happy path, not only the error path
- [ ] Empty retrieve → refuse. No eager completion.
